when the excess fuel starts coming out of the filler spout.

You can tell that a refillable lighter is full by shaking it and hearing the fluid in it or by sparking it and seeing a good sized flame come out of it. Also if you throw it on the ground it it "blows up" it was full, but of course by then it's too late to use it.
