if i have a hat 50 meter away can i see exactly what is written on him?

There are two issues here: resolution of detail and distance vision. They are not the same.
A person with less than ordinary vision can ususally see the Andromeda Galaxy on a starless night; it is milllions of light years away.

The issue of resolution is what is measured by an eyechart with rows of letters. People with extraordinary vision may have 20/10 acuity, meaning they can see at 20 feet what a normal person can just make out at 10 feet. A hawk may have 20/2 or better acuity.

Forget about distance. You're talking about resolution. Read up on eye sight because your ideas are a bit skewed.

How far can a man see? Well I can see stars thousands of light years away - thats pretty amazing, right?

would need to define effective. in your example it would depend on the individuals sight, atmospheric conditions and the size of the lettering
eg humans can see andromeda w the naked eye at night, tahts about 2million light years away i believe
