Call the city line/directory. Usually it's a weird number, like ours is 3-11. Ask for where to call for the health and safety department, or just tell them your problem and ask for their advice as to where to go. Good for you by the way! I'm so sick and tired of people looking at that as "tattling". You're doing a great thing by helping out the city like that.

There should be some city, county or state department of health that should be in charge and give them the ok to do business. You should start there.

I think it depends on the state. Try your local health department. If they aren't the right people to talk to, maybe they can direct you to the right people.
