I don't think it's just popular with killers, it's with anyone who has ever felt like an outcast, and felt like the world is too harsh for them.

Mark David Chapman, the man who killed John Lennon, was reading it just before the murder. He said he related to the alienation and isolation of the central character Holden Caulfield. As for other killers, maybe the same reason applies. Serial killers often tend to be loners.
As for the book being flagged: Perhaps the reason has something to with Chapman citing the book as a major inspiration to commit a murder.

The main character in the book shares many of the emotional demons that young men such as Mark David Chapman (John Lennon's killer) had, such as feelings of anger, hopelessness and alienation.

I think that because it is the first person narrative of someone who feels like a loner and an outsider and is critical of society. Anti social types who become killers could probably empathize.
