I dont' know if there are ferry's but there are Old TIme RIVERBOATs that cruise the Mississippi out of St. Paul & Minneapolis. Not sure about WINTER time however.
Check the Yellow Pages or Google "Mississippi Riverboat rides".

Red paddled river boats- yes. Our senior class went on one a few years ago. It turned out to be a drunken party (what a shocker...) and we got kicked off the boat. Anyway, it was fun while it lasted. By the way, we went at night and it was gorgeous!!! The lights of the city and bridges reflect off the water!!! I wish we had more time on the boat... haha.
