There is no correlation, a lot of firms will have a "central HR Dept" which can be called on 24/7, this saves the cost of hiring HR staff on each site.

it depends on the owner if its a small bisiness if it requires alot of filtering employers to get the right ones usually when you first start out it would be decent to have at least one head hr and two below him or her to start the hireing and running backgrounds and also firing those who dont seem up to the work but after all that the need for three would not be there anymore and they should be distributed amongst other forms af management
