One possibility is that its a nervous habit - although in that case, it would be more of a titter. Chuckle could indicate that they are talking to someone they are sexually attracted to - like a boyfriend.

They are friendly and humorous! Good attitude and health self esteem and self worth too. It's always better to laugh and chuckle instead of being depressed or angry.
