This is called the frenulum. In most men with foreskins, this is not so tight as to cause you discomfort or pull so hard on the tip of the glans when you pull the foreskin back that it hurts.

However if it is short and hurts when you do pull your foreskin back, it may become sore and/or rip during masturbation or sexual intercourse.

If it does, there are two ways to alleviate the problem - 1. get it cut by what is known as a frenoplasty to release it from being too tight or 2. as part of circumcision, it can be released or removed.

You will need to talk to a doctor/urologist or someone you trust about this - if you are having problems.

Hope this helps - if you want to find out more there is lots of stuff on the web for example www.circlist.com

I'm not sure from your description, but I think you're talking about something that is perfectly normal in teens. If you are over 18, maybe see a doctor if it really bothers you. Circumcision is NOT necessary - almost the only medical reasons for circumcision (fortunately all very rare) are gangrene, frostbite, and penile cancer.

if you're talking about the frenulum, it's perfectly normal to have one. it may become irritated, sore, bleed, etc. from too frequent and forceful solo sex. try refraining for a few days to see if this helps.
fyi the frenulum is a popular section of the penis to have pierced;
i did.
