The team scored against gets a free unimpeded kick. It becomes a free ball if the catcher muffs the ball or if the ball inadvertently touches a receiving team player.

After a safety, the team that suffered the safety has to kickoff or punt to the other teams from their own 20 yd line.
I have never seen an onside kick attempted on a kickoff after a safety in my 25 yrs of watching football, so I do not know if it is legal to attempt it. Sorry.
