Your car has a carburator, you must step on the gas to close the choke plate.Take the air filter off the top before you start the car and the choke plate will be open(cold start).Work the throttle open by hand and choke plate will close, start up the engine and choke should pull open slightly the after a couple of minutes will open all the way.

Should have a quadrajet on it, usually you do have to pump carb. cars/trucks once or twice to get them to start.. if it starts and dies and you have to hold it to the floor to get it started its flooding itself out, if it hasnt been done have a mechanic (or yourself if youre mechanically inclined) recondition the carb, its not a hard job to do just tedious.

well if its carburated you half to step on the gas to set your choke that's normal.maybe your choke don't work.
if its fuel injected you don,t half to step on the gas to set your choke just crank it.
