Win the Royal Rumble trophy(you don't have to win your match at the Royal Rumble you have to win THE royal rumble) and then you will see somethin that says youve unlocked the Austin package. Then you can buy Steve Austin, his posters, his banner, and his Steveweiser collectible.

to get him, don't challenge for the title, and go all the way until the Royal rumble, and then win the royal rumble and u will unlock Steve Williams i mean Austin
