I think China already has this law, I might be wrong, though.

China had for a long time the "one child policy", now they are a little bit more lose with this regulation. It worked for them!
Yes, I think overpopulation needs to be targeted but a liberal abortion policy and free contraception is probably a better solution.

It will never happen in the US
you can't even tell people how
many hamburgers they can eat.
Nobody is listening and they
just don't want to know.

If they can take care of them financially and emotionally, then no. If they depend on society to provide for all of the kids they have then they should be limited.

Maybe we could reward people for following suggested no. but don't tell anyone how they can live .
