My city has one, and there are PLENTY of seats inside, but they literally watch the clock till it's about 1 minute after the opening time before they open the doors.

Without trying to sound heartless, it's a food bank not a shelter. What time should they let people in? One hour before? Then you'll have people lining up 2 hours before. Next thing you know you have to be open 24 hours a day so people can sit inside out of the cold.
