Fencing is a perimeter because you want the fence to go around the outside.

21 + 21 + 22 + 22 = total number of feet

Find the cost by multiplying total number of feet by $4.70.

You have to find the perimeter. Imagine the yard as a rectangle with a 21 ft width and a 22 ft length. The perimeter will be P = 2*w + 2*l. Then multiply by the cost per foot.

Does a fence get put on the perimeter, or is it layed down on every square foot of the yard?

If one foot of fence costs $4.70, how much does two feet of fence cost?

fencing is done on boundaries of playing yard so you need to find perimeter of rectengular play yard.
perimeter=2(L+B)
= 2(22+21)
=2x43
=86 square feet
there cost of fencing= perimeterx rate of fencing
=86x$4.70
=$404.20

You need to find the perimeter, not the area. Then take the perimeter and multiply it by the cost per foot.
