Is there a relay or some other part that regulates the power from the battery to the car? In a 1998 cavalier. What are signs of this dieing?

My battery has been replaced a few months ago, the laternator checked out fine at the shop. The shop who put in the battery also checked the charge. The car makes a weird electronical clicking noise, even when driving straight, always with brakes on.

if you are having trouble with the charging system easy signs are to pay attention to the lights at night if they get really dim when you stop and are only really bright when you are in the throttle or listen to your heater blower motor the will tell you sometimes most all alternators have internal regulators that control the power to the battery my suggestion is take it to autozone they will test the system for free see where your at you may have the voltage but not the amperage that the car needs to run eveything

the battery is only used to store power so you can start the car, after that the car will run on the alternator and is able to run without the battery even being there.

most cars have a fuseable link that will "melt" if it sees too much load , it does not affect the starter but will send no power to the ignition , etc.
