They let you draw right on the screen with a stylus. Great for photoshop or illustrator work. It's as or even more useful than getting a Wacom for a normal PC because it lets you use the computer as though it was paper! (Tablet PCs are also usually notebooks or small PCs)

Also, a Wacom is a drawing tablet that you can buy seperately for your desktop or notebook. It's very, very useful.

Those are a certain category of portable PCs.

Most of them look like notebooks (what is known as 'Laptops') but are little smaller, lighter in weight, more expensive in price.

Most importantly, the screen is touch sensitive. You can rotate the screen of the computer by 180 degrees and cover the keyboard by closing the lid (that is screen portion) of the computer. Then you get a large area of touch sensitive screen that you can use like a slate or a notepad.

Tablets come with pre-installed software that recognize hand writing. So that you can actually write on that screen using a stylus or a finger and save them as a text.

A tablet is a writing device for your pc. It works as an altrnative to a mouse(you use a pen like device as opposed to a mouse.) Most laptops come with one but for pcs you usually have to buy one then hook it up yourself. They work really well for detailed drawings.
