Start gpedit.msc again and navigate to "User Configuration\Administrative Templates\System". Make sure that the policy named "Prevent access to registry editing tools" is set to "Disabled" or "Not configured". This will re-enable the usage of the Registry editor.

The remaining mess (not being able to run Word, Excel, etc.) was probably caused by you fiddling with the policies named "Run only allowed Windows applications" and "Don't run specified Windows applications", located in the same place. Set them to "Not configured" too.

Boy did you screw up! Put your original Windows XP CD in the drive and run the repair function.
