I know that to do!
Turn off the computer, unplug the power cord.
Hold the power button in for no less than 1 whole minute.
Plug it back in and test it. This drains any power lingering in the wrong place on the motherboard =D
If that doesn't work... call your computer support company. They might have to take out the CMOS battery and reseat it.

Sounds like you could of killed the power supply. Or perhaps the hard drive but most likely the PSU. You might want to speak with a tech and maybe let them try to fix your PC or you can contact who ever made your PC and see if they can fix it or give you advice.
Do you still have warranty? Either way unless you know what your doing do not try to fix it you could make it worse.
edited-- Make sure you are not leaving any wires lose on the inside and there is a chance this was not your fault. Sometimes a PSU can die just by shutting down a PC. but there is probably something you did wrong or you were unlucky.

open up the computer and make sure that every physical component is well seated(drives, cables, memory, expansion card, etc). Isolate the noise source by turning on the computer (while its open), remove and reseat the computer that makes the noise(it could be the power supply fan, or the heatsink fan), you can always take it to circuit city or best buy, or you can get in touch with the pc manufacturer so they can take a look into it

Well it looks like you have no other choice than to just turn your computer off by the plug and restart it. In future do not remove any hardware until it is safe to do so, that was the wrong thing to do even thought the problem has already started!

If i had this problem.. the first thing i would do was take out the battery and put it back in.. if that didnt work id leave it charge all night.
If all else fails, bring it to a computer shop. xD becuase the problem may lie inside and you could void the warrenty if you open it up.

umm i dont think it helps answer this answering this question because i kinda of hit my cpu with a baseball bat but you should probably turn of power and turn it on if it still does it then press f10 to reboot it at the opening menu

I'm not really sure but you should make sure all connections are connected well and if it works, don't try connecting to internet for sometimes.
