Though other answers are very good, I don't think there is any place quieter or more comforting than a Gran or Mum's lap to a sick child on a cold night.

The quietest place on Earth is a CAVE.
I go caving when ever I get time. I love it. Many times you go into caves on tours with other people around and you do not notice the quietness. But if you ever go into one alone and sit there in the dark you will realize that caves are extremely quiet. All you hear is your heart beating.
Of course, some caves have waterfalls and streams and those you can hear the water noise but a cave room or tunnel you hear nothing.
My second choice is MINES. I was in a silver mine in Virginia City, Nevada before, alone and it is amazing you hear nothing. Just peaceful silence.
Both spots are totally quiet.
