No, but when he was president during the depression, he advocated a "pull yourself up by your bootstraps" kind of policy and didn't offer much aid to the struggling people of America. Then, when people were living in dirty, primitive lean-to shelters, they called them Hoovervilles. So, I can see where you might have seen a connection, but the Hoover vacuum was invented by James Murray Spangler.

he was the first to do a hoover the machincs,its just mr hoover went forward and mass produced it.

He most certainly didn't invent the vacuum cleaner. He nicked the idea and put his name to it. Rather like some other current big names (e.g. Firestone).
