If you're thinking about bigger cities it's in fact only southeastern europe where you'll get a really cheap trip to (Sofia in Bulgaria, Bukarest in Romania, Beograd in Serbia and Bratislava in Slovakia). But also not that expensive are cities like Vilnius, Budapest, Lissabon and Berlin (if you know where to go).

I visited Bratislava (Slovakia) in 2004 and it was cheap. Much cheaper, in fact, than Canada, where I live. A lot of the Eastern European countries are quite inexpensive, except for the Czech Republic which is a bit pricier due to its popularity.
But, really, you can make a cheap holiday most places you go, unless you really need to stay in hotels and ride first-class. I suggest taking out some books from the library on visiting Europe on $25 a day. I like Rick Steves' books. Try to get the latest edition. Rick Steves is widely-read, and if you visit some of the spots in his books from previous years, they may have become tourist-y, crowded, and/or expensive.

How about Lodz in Poland?:) I was born there and studied there so I know everything about it;) It has a great night life (probably the most partying city in Poland;) ). It's still very undiscovered tourist destination (and so much more original than Prague or Cracow) so the prices are very reasonable (for let's say £170 you can have all the alcohol you can drink, entries to all the best clubs and 2 nights in a 3* hotel) and Lodz does possess a character and architecture unlike anywhere else. I don't think any part of Europe is really "cheap." You can make a trip less expensive by planning ahead and watching out for bargains. Also, sometimes you have to sacrifice comfort for cost. Typically Bed and Breakfasts are cheaper to stay in than hotels (plus you get a breakfast included in the cost). If you're traveling with a group of friends, hostels are even cheaper. They may not have the greatest accomodations though. (Think dorm-style rooms.) Traveling by bus is much cheaper than traveling by train, but it may be slower and take longer to get from one place to another.

Eastern Europe is cheapish. The Baltic States (Latvia, Estonia, Lithuania) are cheap and lots of fun. In my opinion, especially Latvia. Poland is pretty cheap by most standards as well.
RC: A cup of coffee for $10???? Are you crazy? I live in London, England (one of the world's most expensive cities) and even the poshest areas of London don't charge $10 for a cup of coffee. Where did you go? Harrod's?
