Why are most TV programs and movies made with such loud soundover?

When the persons speaking are talking in almost whispers why is the music background so loud that you can't hear what they are saying?

I know, it really spoils veiwing doesn't it? I wish they'd pack it in, it's on everything now, we have to hold the remote and keep lowering and upping the sound the whole time when we watch anything.
Grrr, I don't understand why....... it's thick!
