What are you talking about? It doesn't think. It is a radially symmetric creature that has ganglia (nerve bundles) scattered through its body. It reacts to stimuli - but has absolutely no ability to think, plan, observe, learn or even feel.

For all and intents and purposes - it doesn't think.

Reactions are governed by simple groups of neurons which you would not call a brain and therefore all behaviour is pre-programmed.
