It's not legislation but a philosophy called "the spoils system." To the victor belong the spoils. Andrew Jackson's Democrats were not as wealthy as the average Whigs or Federalists. So Jackson and his people needed to award them appointed offices in government to support themselves while doing political work for him and the party. Members of other parties already had high private positions or private funds that they could live on (interest, dividends).
