If you are referring to the ocean or other open body of water, to swim with out a wet suit it would be Hawaii, the Gulf of Mexico coast (like Texas or West Florida) and I would think as far North as South Carolina on the East coast.
With a wet suit, any water that is warmer than 50 degrees Fahrenheit.

Ummm...I'm just taking a wild guess...but how about swimming In an Indoor pool like at a YMCA or your high school if it has one.

not positive but mabey the florida keys? the east is having a mild winter so check out water temps for the keys...

CALIFORNIA!!!!!! It's not like we get rain and snow here 24/7 in the winter. and there are heated pools too.
