Ouch, 14 business days is nearly 3 weeks...
Depending on if they count holidays or not, each day Monday thru Friday is a traditional "busniess day".
And YES they do keep track of the days - if you try to go back before the time you are told to come back, you may just never end up with your driver's license.

Being a governmental agency I can assure you that when they say 14 business days they mean 14 business days. Business days would be Monday through Friday, unless there are holidays in there someplace. Those do not count as business days so take that into consideration.

Monday thru Friday and Holidays do not count as a business day. Good way to judge holidays are when the government doesn't go to work or the Post Office is closed.

The DMV is just like a bank. They believe that business days exist only in 5 day increments. This is only week days. In other words Mon. thru Fri., from whatever hours they open to close. Some DMV's are open on weekends depending on the state you live in, which is only Sat.. It is just a phone call away to find out this type of information. You can go online also and find out this information, two ways to go, go to the state, your state .com, or your county seat name .com. This information should be listed with hours of operation and other information for you. It should also list the DMV's in your area. DMV's are not all necessarily located at your state capital, or county seat either. Some are located in areas that may be heavily populated so they can assist people in the surrounding areas. A list should be provided in the state internet service, with addresses and phone numbers.

Business days means the days of the week that exclude holidays. For instance, 14 days from December 29 would be January 19. Weekends and statutory holidays do not count.
You can always call them and ask.

'Business days' are the days Monday, Tuesday, Wednesday, Thursday, and Friday. You could probably go back in 2 weeks.
