I guess I don't understand how a scarf can be too tight. I suppose if you are not happy with the gift be honest and tell your friend that you want to exchange it and ask her the particulars or have her go with you to select one that better suits you. Friends who are truly friends would understand your reasoning I would think.

Try not to wrap around your neck. Try to more casually lay it over your jacket hanging down on each side.
If your girlfriend really cares about you though, she will be able to understand that she made a mistake and want to help you fix it, plus why would she are if you exchange, you owuld only need a new size, it wouldn't be that you didn't like it.
If that is out of the question tell her you are allergic to one of the materals in it. I got a scarf for chrismas with Rabitt Hair in it, it totally gave me hives!

Loosen the scarf. If a scarf is "too tight" you have tied it that way.
