When a team has fouled the other team 5 times or more in one quarter, the other team gets to shoot free throws everytime they get fouled. So if you have 4 team fouls, the you have zero "fouls to give", because if you foul someone, then they get to shoot. But if you have 3 team fouls, the you have 1 "foul to give", because if you foul someone on the other team, then they have to take it out of bounds and do not get to shoot.

When they say a foul to give they mean that the team does not have all six team fouls that puts you in the bonus -- the bonus is when the team has been fouled by the opponent 6 or more times sending them to the free throw line to shoot one plus the penalty. When they say that their is a foul to give (usually said at the end during a close game) that means that if the team fouls someone while not in the act of shooting they will not get free throws but throw in the ball therefore stopping the clock.

Foul to give means when Team A (offense) has the ball and the shot clock is turned off or is very close to the game clock. If Team B (defense) has a foul to give, that means when Team A is driving to get a close shot, Team B can reach in to foul the player on Team A to stop the play so Team A doesn't get a chance for a close bucket.

In the NBA....teams get 5 team fouls each quarter. When someone fouls it adds onto the team fouls. When they reach 5 the other team shoots two free throws. That's called being "in the bonus".
When someone says they have a "foul to give" it means they still have fouls until they reach the bonus.
