It depends on which side of the skull the blood vessels are broken.

If the vessels are broken between the skin and skull, it is a bruise.

If the vessels are broken between the skull and midbrain, it depends on how deep the vessels in question are.

Most commonly it is a subdural hematoma, a concussion. This caused by bleeding in the subdural space in the brain.

Being in an accident of any kind, can cause fractures to the skull, and your brain area will develope broken vessels.

Of course it could be something serious...and if he were truly worried, he'd go to the hospital or doctor, insurance or not. An emergency room HAS to treat you regardless of whether or not you have insurance and everyone knows this. I can't imagine your friend whacked his head hard enough on his towel rack to cause a subdural hematoma, but since we've all heard the tragic death of Natasha Richardson and the circumstances surrounding it, why not be safe and just go?

Blood vessels can "break" from a bump or a trauma. Check with your doctor to be sure you don't have internal bleeding. It doesn't sound like you have a serious problem, but double-check with a doctor, not a computer.
