I think you should get a professional to check out the problem..............

it sounds like the fuse is blown in the first fridge this would more than likely be caused by a seized compressor.

the second fridge sounds like it might have a blocked capillary expansion line-alas without looking at it its only a guess .

as for regassing and replacing the compressor , the refrigerant used will be marked on the manufacturers label, the compressor on the pipework.
if its marked as r12 then its scrap as r12 is now a defunct and illegal gas dispose of it in line with local regs.
if its r22 you might as well do the same as its not worth having it repaired as r22 is going the same way as r12.
however if the gas is r134a or r600 then you will need to get in a refrigeration engineer to fix it as its quite a complex job that requires specialist tools.

in short if its an old fridge bin it if its new than get it fixed by a pro-look at it financially before you get it fixed it may be cheaper to buy a new one than repair it.

If they need refrigerent it will need to be don by a licenced repair man. It is a $10,000.00 fine if you get caught doing it without the EPA universal refrigration licence plus the leakneeds to be fixed or you will be adding gas every week or so

The gas is Freon. Since freon is harmful to the environment, you won't be able to do this yourself.
