TAKE IT TO SMALL claims court ......cost £30 or 10%,,,,,refunded by him when you win ,,,,,,,,,,,its easy and he will lose a days pay attending too ,.......hehe
it is very friendly and informal but you have physical protection in case he gets 'iffy'

.if he is just a poor workman and hasn't done the work properly then use the small claims dept.if he is a conman then wave goodbye to your money I'm afraid

I don't know if you have anything like a small claims court (assuming you are in England) like we have in the US
but you could file a claim for very little cost and would take very little of your time
the case is presented to a lower level court official and he decides.
try googleing "small claims court"

call him over again, lock the door, point a gun to his head and ORDER him to giv you your money back, i did it and it worked i got conned out of 1000
