i Belive A Zebra Has Black Stripes And White Fur As The Underbelly Of A Zebra Is White Not Black.. If it Was Black Its Underbelly Would Be Black..

Actually it has a white body covered with white fur and black fur for the stripes.

Black with white stripes. The best evidence that this is so, is that when a zebra is found with abnormal coloring, it's black with white blotches that never turned into stripes.

It would have white fur with black stripes.
The stripes are due to higher concentrations of different kinds of melanin (pigment) in those areas.
You could think of the dark patches as being "painted" by melanin and the white patches are where there is no melanin.

This is a great question now that I'm looking into it. As domestic horses and zebras have common evolutionary ancestors I think the horse would be a good model to use to find out.
I know that occasionally a domestic horse is born with striped legs and dorsal coat but the genetics are complicated. I believe in those cases the stripes are darker than the base coat.

neither of your "solutions" are true. a zebra has white fur and has black fur.
