Maybe they think you are lazy, and that is the reason for the cold rag! In this day and age I don't put it past anyone to try. I'm certain the ACLU would love the case.........Try this
Get Up in the morning with an alarm clock, thus getting rid of the cold rag and all of the tension that must be making your parents Bonkers!

Next time, sleep in the bath tub so you can save them the trouble of having to come into your room with a wash rag... they can just turn on the cold water.

I am glad to see one question answered where it wasn't from some stupid *** lib who recommended you go to some gov, agency for relief, as you are the kind of lazy bum who would actually try to sue your parents if you could, if you ever do I hope they have the intestinal fortitude to kick your lazy butt out then maybe you will learn to get up , after you have went hungry for a few days
