I'm assuming you mean 40,000 US or UK?

Uhm, probably not possible to buy anything livable in the city of Paris for that. You may be able to find something outside Paris for that. But lower your expectations!

Be more specific, 40000 euros or 40000 dollars?
If you're talking about dollars then I'm sure it's quite possible. What do you want the studio for? Does it have to be large? Small ones are probably fairly cheap.
