Ok so i asked before and got some good ideas but im looking for some more.
I really cant think of anything fun to do for my sweet 16 party!! im doing a small party with around 5 friends and it can be expensive, just not as much as a big party would be. We like just about anything - except sports like baseball games, football games, etc.

I live right by manhattan but for my friends sweet 16 we went to Bliss spa in NY and a fancy restaurant and stayed in a hotel so i dont want to copy her

if you lived near nice city. for example, if you lived in New York take a trip down to Manhattan and hang uot in Times Square go to a nice restaurant, or something. maybe a broadway play.

My daughter just had her sweet sixteen party at home in a small house overcrowded with 15 friends.
She made up a number of games and sent personal invitations to each (i.e. each one different). She gave clues that they were celebrities and had to figure out who they were and bring an object that that celebrity or character might use. (Gollum brought a hand-painted fish...juicy and sweet). The kids brought really creative, funny things and there was a prize of movie tickets (that's all).
She made up other games and they had enough fun that the noise for me was UNBELIEVABLE.
Personally, I think spending fun time with friends where you treat the friends to your time and attention is a whole lot better than some fancy limo, overdressed, trying to top the last person's sweet sixteen party.

under the sea theme, around the world theme, Old fashion movie were every one dress like there i the 50s, american idol theme Jk, ummm...dance party, play video games... thats all I got.
