This doesn't quite answer your question directly, but the best topic is the one about which you get most excited. Do something that you want to do, spend a lot of time and energy on it, learn all you can about the subject; that's what science fairs are all about!

If you are interested in biology, try some experiment with bean plants or grub worms or some other fast growing organism. Is chemistry your thing? Maybe you can create different types of glue and test their strength. How about physics? You can study objects rolling down a ramp (hint: different objects do roll down a ramp at different speeds), or you can observe bouncy balls, or create a complex pendulum. Geology? Simulate an earthquake with miniature tectonic plates or do a study of the Moh scale of hardness. Some of the other people responding to your question have already given you ideas for environmental science.

Maybe you would like something else entirely. Be creative!

It's difficult to answer your question because you didn't tell us what grade your science fair topic is for. Given that, I would agree with the person who said that the topic should be something you're excited about doing. Something that you are interested in.

Why not try cold fusson, after all the high headed engineers don't seem to know how to do it and you might have a good chance to prove the fact that it works. How about making a biomass methane production unit that the big oil company's will buy for big money so it won't hit the market and help the people that need some help to get free from their over inflated prices backed buy the U.S. government. Well as you can tell I could help you but just try something and don't expect to much from alot of people around you because they have become too high minded!
