I've seen the "rugs" at Walmart. I've also seen them at Lowes in the rug section.
Don't forget, you can make your own also. One of the teachers I worked with when teaching preschool had made something simular. Hers were square pieces of paper with one road "shape" on it. The idea was that the kids could connect them as they wanted and make their own road. They were also laminated to keep longer(clear contact paper does the same thing)
We also took masking tape and made a road, since we had a rug with no pile. You only leave the tape on for a few hours and it comes up fine. Half the fun for the kids is when done, they get to help pull up the tape.
You can also get some fabric, or old piece of rug and make your own, be it with masking tape, or you can use fabric paint. The children can help with this also.

I don't know where you live, or if this store is even in your area. But the hardware store Menards has a very large rug with streets and such for $10. My brother loves his! (he's almost 7)
