It's possible for a person at any age to orgasm, but since you're seem to be talking about ejaculation (which, incidentally, is a seperate occurance form orgasm) it's after one hits puberty.

We can found erection and a sort of wan.k in a baby even but if you referred to the ejaculation it only will be possible during the sexual development. Nowadays the puberty starts within 12-13 years (average), so only at that age we can talk about orgasm. Since that age just is an average, in the world around some boy even could get puberty earlier. Personally I began to wan.k at 10 while my first drop of precum appeared at 11 and the first spurt at 12.
