no .. according to the constitution the president selects his vice president ... example .. when Spiro T was forced to resign under corruption scandal President Nixon was able to select his V.P. which was Gerry Ford r.i.p. Only if BOTH the president and V.P. are out of office does the constitution mention who would be next in line.
