dust is not the issue, I took the cover off and dusted the inside...that was a project.

It depends on what fan is making the loud noise. Most likely it is your cpu cooling fan. Some computers have case fans that could be loud. Pinpoint which fan it is and work from there. The case fans can be easily replaced with quieter fans of the same size. For the cpu cooling fans, you can change them as well but you need to know a little about taking apart a computer and the type of fan that fits your computer. With that information you can purchase a replacement fan at your local computer store, fry's electronics or maybe online vendors like newegg.com. Hope this helps.

The first thing you should try is opening up the case, unmounting the fan, and cleaning it. Dust can cause the fan to choke and can often cause more noise.
Depending on where the location of the fan is, it can be easy or hard to swap it. I suggest calling the customer support line of the company you purchased the computer from - they will often be more than happy to walk you through maintenance - though sometimes it will void the warranty.
If you think your fan is the problem (not dust build-up), then go to http://newegg.com and order a fan. Make sure it's the same size and voltage as your old one (if you don't know the details, the manufacturer can usually pull up a profile of your computer and tell you).

Replacing a case fan is EZ, just remove the screws that hold it in the case, seperate the molex power plugs and remove it. Get a same size replacement fan, measure it in millimeters, usually case fans are 120mm or 80mm in size. Cleaning the dust out should not have been a hard job, if you used the right tool, canned air. Some video expansion cards also have a fan on them, so blow that fan out with the canned air too. Replacing the fan might not solve the problem. If it does, fine, if not you can try reducing the voltage to the fan like this page shows you:

That depends upon which fan is causing the noise. If your PC has always been noisy it may not be possible to do a lot about it. Most PCs have a number of fans -- the one I'm using right now has 7.
You're going to have to track down which fan is causing the noise and determine if this is normal or not. If it's a power supply fan, you'll probably have to replace the power supply. CPU and case fans generally are replaceable though some are easier than others.

Depends what fan it is? Could be the power supply fan, relatively hard to change, CPU fan easier or there could be an auxillary fan, well easy to change, or u could get a hoover and small paint brush and you'll get most of the dust from them
