Julius had more military conquests but Augustus was a better administrator and his influence was in legal reforms and domestic policies. Julius expanded Rome but Augustus cemented it together as a workable Empire.

From my studies I would have to say Augustus. He presided over the begining of the Pax Romana. The ROman Peace. For his reign there were no major wars going on. Rome was at its most prosperous and he mollified many of the Germanic states.
