Those liable for the human loss in Iraq are in the grave now.
Whether judiciary or no judiciary... Nature will itself bring such
devils to such punishment in its own way that others can take a lesson from that.
There may be delay in the house of God.. but no denial.

Certainally, United Nations. Overruling UNs findings and its Security Council's advise, USA invaded Iraq on the completely false allegation that she had Weapons of Mass Distruction like Chemical Weapons. Even after USA accepted that no such weapons were found in Iraq, UN could not ask USA to leave Iraq. USA has killed thousands of people including children in the name of peace in Iraq and acted to be the saviour of Iraq. It is the USA who has pounded many cities of many countries and killed millions of children in the world in the last 100 years only for its own prosperity and oil. What could UN do? What did it do when Saddam was hanged without a fair trial? It is a truth that every president of USA ought not to be pardoned for whatever USA has done in the last 100 years.

Bush believes in the message of the Gita that soul never dies. It's only our bodies that get destroyed like old garments. Only god gives birth and he takes them away when he wants. So to answer your question it is god who is liable for the death of 50, 000 to 6,00, 000 human in Iraq
