The best way that I have found to learn a new language is not through books, CD's or television (although they can't hurt), but to put myself into an environment where I had to speak that language with the locals.
I was actually surprised how fast you can pick a language up when you have to speak it.

Find a native speaker to talk to. Maybe find some 800 numbers to call

Read intermediate engligh books... watch movies and listen to them closely... then try putting down your thought on paper and in English... it works.

Buy a cd program you can find them at any store that sells computer software, and practice.
