The Restricted Section, and many other fanfiction sites, have NC-17 material, as well as stories that are more for general audiences.
Although I can see where JKR, Warner Bros. & others involved in the legitimate Harry Potter series could easily have grounds to be unhappy about these sites, I really don't see anything wrong with them so long as the writers of these stories aren't making any money from posting them.
Until I started reading Harry Potter, it never even occurred to me that fanfiction existed, but I'm enough of a fan that I don't feel content unless I get some sort of Harry Potter fix every day. I've read all the books at least 10 times each, so fanfiction has been the answer to a prayer because it gives me fresh and original stories about the characters I love so much.
As for the NC-17 aspect in particular, I have mixed emotions about that. The stories that earn that rating for situations between the characters once they are of age don't bother me, but I've seen others that pair professors with under-aged students and those are rather inappropriate.

I've not heard of it.
There are tons of fan fiction out there though if you just search at google.com for fan fiction+harry potter
