Basically, it's what did he do so make him so famous? His schooling, his personality, his parents, what significant wars he has won, etc. Most importantly, what did he do back then, that has affected Rome today (good or bad). Good Luck

His biographical information should have some of the information you need. However, historical background is more about what the customs of his culture's past are. If we understand those we can better understand his actions and reactions to the situations he encountered in his own life. Study the history of the Roman Empire (pre-Ceasar) and you will find all the information you need about for instance: what his religious beliefs might cause him to do, how Roman emperors were selected, what his society expected from any leader, etc.

Historical Background means a couple of things. It usually means a brief summary of their early life and how that effected their later years. The main purpose, though, is to idenifty Caeser's key importance in our history. (What he did, whether good or bad).

As for paraphrasing, it's just Summarizing and mingling. Pick your important / interesting facts and combine them.

"Leading his legions across the Rubicon, Caesar sparked civil war in 49 BC that left him the undisputed master of the Roman world. After assuming control of the government, he began extensive reforms of Roman society and government. He was proclaimed dictator for life, and he heavily centralized the bureaucracy of the Republic."

Can be turned into...

"A civil war started after Caeser's legions crossed the Rubicon, leaving him as the procliamed "dictator-for-life" Roman Leader. With this position he made reforms on society and government including the centralization of the bureaucrazy of the Republic."

Here is a site with detailed information and cited information about Julius Caesar. I don't think that it will be hard to paraphrase this biography:
