What happens when your phone gets waterlogged or short-circuted?

Hi just a simple question:
What happens when your phone gets waterlogged or short-circuited?
My phone's left hand select key wont work does this mean the button has short-circuited?

If the phone was submersed in water, chances are the contacts have rusted and can no longer conduct electricity... it's probably trash now !

Is the button struck? Sometimes when you press on the button it gets stuck. If nothing else works maybe could be a short circuit. Try to clean it also. Sometimes you get residue on the buttons.
