Ok, this is how I look at it. The sun sign is who you are on the inside, you at your very core. Your moon sign rules your emotions, so you may very well have the same emotions that a Capricorn would have (are you a serious person? Very orderly? That comes from a Capricorn moon). Do you think you always need to be balanced, have harmony? That's your Libra sun. Now your Rising sign is the "mask" that you wear to the outside world. It's who you show to everyone who doesn't really know you.
I'll give you a few different interpretations of each of these, and a really nice combo that I've found that analyzes your sun sign with your moon sign :) That may give you a little more insight :)
This is from Astrology-Numerology.com:
The combination of your Sun sign and your Moon sign produces a basic makeup that possesses a good deal of self-esteem. Recognition and admiration are very important to you, and you are willing to work hard to achieve your just rewards in this regard. The tendencies of these two signs are contradictory to one another as Libra is outgoing and unrestrained, while Capricorn, the great taskmaster, is restrictive and shows a good deal of seriousness. When the two are combined, there is a lesser tendency to direct oneself outwardly and a greater inclination toward self-discipline. For one born under the placid sign of Libra, you may seem hard, cold, and a bit like a machine; less than typical of the Libra social animal. Even when you reflect your natural genial nature, there is a core of strength lying beneath the surface, producing a very warm and reliable personality. You come across well, though not particularly extroverted. Capricorn seems to give Libra a high degree of drive, purpose, and a more reliable direction. Common sense and good judgment make you well suited for a serious approach to business and commerce. You know how to maneuver people, not in a malicious way, but nonetheless in a fashion allowing you to achieve your purposes. Accordingly, you make an excellent manager. Committed neither to materialism or humanitarianism, your drive is more likely directed to status and a shining reputation.
Scorpio rising produces a personality that is deeply reserved, secretive and determined. The power of the personality emerging from a Scorpio Ascendant is so intense, magnetic, and charismatic, that it is often somewhat overwhelming. Symbolized by the scorpion, you have an external "coat of armor" that protects and lets you survive in hostile situations. You are not the sort of person who ever knuckles under, even when pressures and circumstances would defeat lesser souls. When cornered, the famous "deadly scorpion sting" may be brought into play.
With Scorpio on the rise your personality is very powerful. People find you hard to understand, to know what you are thinking at any particular time. There is a hidden depth to your persona that is nearly impossible for others to comprehend. Much of the time you may feel as though you are misunderstood. You are very willful and self-reliant, appearing calm and in control on the surface. Yet there are strong emotions at work inwardly. Scorpio is a water sign, and it is a fixed sign. This means that you are an emotional person. These emotions are very controlled (fixed), giving you the determination and the strength to overcome just about any opponent.
Resentment and jealousy can be intense with you. You always pursue your goals with intensity. You can stand under heavy strain, and be relied upon to stay cool, even in the most serious emergency.
You're inclined to be very suspicious or skeptical, and occasionally you can be "stingingly " sarcastic. Every sign has a positive and negative expression, but with the Scorpio the range of possibilities is extreme. Everything is black or white. There are no shades of gray with Scorpio on the rise. Your penetrating stare can look right through a person or a situation. You can make an instant diagnosis and it is usually the right one.
The Scorpio personality is often maligned as over-sexed, a bit on the evil side, and often bent on revenge. This is not completely true, but Scorpio does get what it wants, when it wants it, most of the time. It is not a personality to be trifled with.
This is from Bob Marks Astrology.com:
The Moon in Capricorn: The Moon shows our emotions and Capricorn is the sign of cold efficiency. Actually, the Moon here can be just as emotional as anywhere else. It just doesn’t want to show it. Capricorn builds walls. It is also the sign of ambition and organization. There is a long list of famous people with the Moon in this supposedly "weak" position. Washington and Lincoln both had it. So did Thomas Edison and Ayn Rand. Bismark and Bobby Kennedy. There is an emotional need to be organized and get the job done. Of course, in the process, those irritating things called "emotions" tend to get pushed aside.
I hope this helped you!
Best of luck!

the way i see the moon sign, is it deals with emotions and its the "safe place" we go to when we need to deal with emotions. with a capricorn moon, you feel like you can deal with emotions while taking on responsibility or working hard, you dont outwardly express your emotions. this is actually a great position for success, many great leaders had it including napolean.
your Ascendent is your mask, its the way you approach the world and how everyone sees you. With a Scorpio Ascendent, you are calm cool and collected usualy keeping your personal life a complete secret. people might see you as a very deep or passionate person, usualy shrouded with mystery.

In the public: Moon and Rising, since both are sociable and easy-going. In private life: Sun and Moon; at home I can recharge, the passivity of Pisces is pretty helpful especially after a stressful day.
