As for the states it depends on what you like for climate. If you're from Iran you might like the southern states better.

I would not say one state is much better than any others they all have their pluses and minuses. I have lived in Washington State, California, Kentucky and Colorado some were too crowded for me others too warm some people are really rude others super friendly. I would advise you find a program that works for you then research the state that it is in.
