No, the title of universal solvent has been conferred on water because it can dissolve many substances due to its high dielectric constant and polar natue. Water itself cannot dissolve everything.

Pure alcohol, free of water can not dissolve ionic solids. That cuts out a large part of materials. Although it can dissolve organic compounds, water can at least force organic molecules into the colloidal state.

It turns out plain old water, yes H2O is the best solvent opn earth. Simple yet elegant.

Not all but is very good for inks ,and many other things.
