3-ring binders are used for manuals in the United States. The US size is for American Quarto which is slightly wider and shorter than A4. In the UK Twinlock used to do one but it was very expensive and discontinued years ago.
Since you are asking in the hobbies and crafts section I assume you know some craft suppliers. Ask them if they deal with Woodwards and can get some 3-ring binders for you with their next order. The reference is 2749

Any office supply store carries a wide variety of sizes. Try Staples or Office Depot. They carry them with rings as large as 3", which you don't usually find in school supplies.
